Aqua Card Default

Hey,
Today I have received a letter from Aqua.
The letter is to tell me they have issued a default and apologise for not giving me 28 days notice back in 2013 when it was issued.
They have asked if I have suffered to any detriment because of this.
Am I right in thinking it is illegal for them to issue a default without 28 days notice, and could this possibly be enough to get it removed?
Thanks in advance.
