Declined to make any representations

I sent a formal appeal to the Royal Borough of Kensington and Chelsea after they declined my challenge to the PCN ( for alleged parking contravention: parked wholly of partly in suspended bay) which I feel was unfair. [FONT=&quot]I explained that their suspension sign was insufficient and confounding, [/FONT][FONT=&quot]it was impossible to determine the relevant parking restrictions. However, I did not receive an acknowledgement of this formal appeal. A month later they sent me a Notice to Owner without any mention of the formal appeal I sent previously.
I responded to the letter pointing out that they have failed to recognise my request for a formal appeal with a copy of the previous letter and forms enclosed, and also mentioned that I am willing to take the matter further to the tribunal. However, this week, they replied stating that there is no right to make further representations.
How do I appeal against this???

The driver can't make reps at NTO stage so if you were the driver (not owner) you can't make a formal challenge now but the owner can. Were you the owner, responding in time to the NTO? You would do best to show the letters and PCN on this forum:

The only consolation I can offer is that they did not tow your car away, as do a lot of councils. Second CM post about pepipoo.com.
Try and get pics of signs (if still there), you'll need copies of both sides of the pcn but redact serial and personal details.
