Help - how to remove wallpaper from plasterboard?

Is there any way to get this wall down to the board for putting up new wallpaper? Or getting the backing paper smooth enough to paper over? Help please!

    If the board has a plaster skimming on it under the paper I would just steam it off. if not I would remove any loose bits then use a medium weight lining paper as a new base to wallpaper or paint :0)

    If it straight onto the boards do not steam you will lift the board paper coat off.

    what worked for me(a decorator told me) is just water and sponge you get much better control and can release the paper with much less damage to the boards. If the top layer comes away leaving an absorbent backing it will be easier and quicker.

    once the paper is off you can then clean off any residual adhesive and work on the make good or new lining paper..
