My Win 10 /64 laptop has just prevented me from switching it on - due to a large Windows update - it took about 10 minutes to install ...eventually when I managed to switch on - when I checked installed updates in the Control Panel - the last update was installed over 2 weeks ago - so what is happening ?

No - I downloaded and installed that, manually on the release day - it has been doing more downloading without my permission - and this has also re-enabled Cortana - afterCumulative Update for Windows 10 Version 1607 for x64-based Systems (KB3194496)
Try a reboot .
I had disabled it using O&O Shutup 10 - I will have to do a reg hack to dispatch it back to hell !!0
