Yep, official letter from police "Conditional offer of fixed penalty".
Unmarked police car parked in Supermarket car park. Phone rang as we were to pull into parking bay, vehicle still moving, took phone out to answer. Plod rejoiced as performance management target achieved ;(

I had a hit and run incident in a shop car park with public access when my car sustained damage.
The shop owner knew who the driver of the other vehicle was so I got everything done through insurance.
However a couple of aquaintances of mine at the local RAFA club are ex traffic cops. They assured me that any place with public access is subject to the Road Traffic Act and if I was so inclined I could have had the other driver prosecuted for failing to stop and exchange details.
Presumably same applies for phone use in a shop car park.0 -

Not all traffic matters, it depends on the wording of the particular offence.
Some can be committed 'on a road or other public place', others can only be committed 'on a road'.
Stopping etc. following an accident is one of the 'on a road or other public place' matters.
Using a mobile phone is a 'on a road' matter.0 -
So you think driving whilst still in control is ok as long as your in a supermarket carpark?
Just park before you answer it or get handfree!

I have no sympathy for anyone caught using a hand held phone for texting or talking while driving.
However I occasionaly watch Police Interceptors on TV and in every programme police drivers are holding a hand held device to their mouth while driving at up to eighty or ninety MPH.
I know they have to keep in touch with other cops but to some people it may well be a bad example.0 -
I know it is splitting straws, but it is attached to their uniform isn't it? They are merely pressing as button whilst not taking their eyes off the road. All the people I see using their phones have their hand holding it to their ear, their arm resting on the door and are weaving all over the road. I guess Interceptors most having advanced driving skills are trained to use this whilst driving, until they come up with a hands free version, officers don't really have a choice if they want people to know where they are and need assistance?
According to gov.uk - "You can use hands-free phones, sat navs and 2-way radios when you’re driving or riding. But if the police think you’re distracted and not in control of your vehicle you could still get stopped and penalised." So their radios are allowed but phones are not.0
