I registered with the government gateway a few years ago to change the address on my driving license, always kept the paper on my desk.
Moved house, lost the paper with ID, tried to get information about getting it back, did the lost ID link and tried the password I thought I used, no luck, tried two others, no luck.
The site say's contact the help desk on the service you registered with, go to DVLA but no help desk, sent an e mail to DVLA but no reply, anyone recovered their ID and how?

Try phoning them and get them to put you through to the help people concerned?

Similar problem - I registered with the gateway for the DL and had to change licence details.
The system rejected my password and they told me they had done an "upgrade"- - hahaha -
and their answer was to register again which I did.0
