It doesn't. That applies to parking, not instances such as this.
13 Grace periods
13.1 Your approach to parking management must allow a
driver who enters your car park but decides not to park,
to leave the car park within a reasonable period without
having their vehicle issued with a parking charge notice.
13.2 You should allow the driver a reasonable ‘grace period’
in which to decide if they are going to stay or go. If the
driver is on your land without permission you should still
allow them a grace period to read your signs and leave
before you take enforcement action.
13.3 You should be prepared to tell us the specific grace period
at a site if our compliance team or our agents ask what it is.
13.4 You should allow the driver a reasonable period to leave
the private car park after the parking contract has ended,

do you mean like Liverpool John Lennon airport, which is also part owned by the council, as far as i know a similar regime exists there, however that is best with problems and issues such as bye-laws, singange without planning permission, singage without advertising consent and other issuesYou need to bear in mind the council own the airport so I'm sure they have this tied down tight.From the Plain Language Commission:

Rubbish.If you can arrive at the front of Luton airport without seeing a sign that says you are in a restricted area for parking then the police should be arresting you for driving without due care and attention.On every roundabout where the exit you take leads towards the terminal there a 2 large signs one on the kerb side and one in the middle of the road (see Google street view). Also the same signs are on most of the lamp-posts between the roundabouts.
Sorry but you will not succeed based on lack of signage.
Wow you have no clue about this scam of fake PCNs issued by private firms do you? Luckily, we do and the appellant WILL succeed v APCOA at POPLA, as we always do - so no, the Airport does not 'have this tied down tight'.

Which is exactly why a two bit anyone can start one private parking scumpany cannot enforce by-laws on such a site!0 -
SUCCESSFUL APPEAL!!
I just had notification from POPLA that the appeal was successful.
The wording from POPLA was as below:
Assessor summary of operator case: The operator has supplied no evidence.
Assessor summary of your case: The appellant has raised several grounds for appeal including signage.
Assessor supporting rational for decision: By issuing the appellant with a Parking Charge Notice (PCN), the operator has implied that the appellant has not complied with the terms and conditions of the car park in question. It is the duty of the operator to provide evidence to POPLA of the terms and conditions that the appellant did not comply with. The operator has not provided any evidence to POPLA. As the operator has not provided a response to the appeal, it has not demonstrated that the PCN is valid. Accordingly, I must allow this appeal.
