    The instructions do say I can splice to the positive if not put on ignition

    So what have have you spliced into?

    If you're not going to run a switched live to the the relay, you may as well just do away with it and simply run the positive though the switch.

    Seems daft though

    Try running the positive from the horn to the relay instead of the constant feed.
    Change is inevitable, except from a vending machine.
