CP Parking PCN

A PCN has been received for CP Parking for overstay of free time at services, however there is no POPLA code on the letter, and no paragraphing regarding POFA. It looks like an NTK. Date is received on 20th June and no further correspondence. It does have BPA logo on the bottom.

I am trying to check for the legality f the NTK, and it looks like paragraph 9, as no windscreen ticket.

The landowner was contacted, and was told it could take a very long time to respond with regards to getting the PCN cancelled. They asked to be emailed with the PCN details. No response to date.

Reading the newbies thread again, I am not sure what stage this is and if a complaint should be made. Its now the end of September, so its over the 3 weeks waiting time.

So, is POPLA code relevant, and do I follow up with landowner request to cancel my pcn or file a complaint?

Can this be cancelled on a NTK basis using the blue writing?

1 further question - if its a company car, the registered keeper is the company? what happens in these appeals so that the company does not get involved and inadvertently reply to CP as to who the driver was?

That's odd if it was received in June then nothing more. I would ignore it then.

Maybe it was just cancelled by the landowner after all?

The driver is encouraged to tell the keeper company not to pay it! But the company can certainly name the day-to-day keeper (they cannot know who was driving).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
