Thanks for all your replies and advice!
The flat is share of freehold so I'm guessing that's why the owners take care of the windows. I'm sure the Windows are fine. I'm mostly concerned about selling it in the future And the buyers getting funny about the windows etc (or have I been reading too many horror stories on here??:rotfl:). These days it seems like you need to get a certificate for everything to cover yourself!
Hopefully the seller will find them or we will come to an agreement over an indemnity policy.
