So i parked today with a disabled blind occupant in a disabled parking bay. After 5-6 minutes according the timestamp, I recieved a Parking Charge Notice for Not Displaying a Valid permit. I had my blue badge clock and card on the dashboard clearly displayed, i assumed parked was free as I was carrying a blue badge but I missed the sign which said that i needed a pay and display ALSO, attatched pic to this: upload.ee/image/6207768/20160929_172123.jpg
On the notice it says "The vehicle was parked on private property in contravention of the site parking restrictions as displayed on the signage or permit". I have to add that the 'and' they added in on the sign was purposely made small for getting people fined. i've read on the citizens bureau that i Should appeal this as I was carrying a disabled (blind) person. What can I do about this guys? :mad:
Also, I have to add that the ONLY way to appeal this is by sending a ***** letter! C'mon it's 2016 and you have to send a letter to appeal something. they've purposely made it hard to appeal so people wouldn't bother. No online or telephone option

Well with any parking 'ticket' there is never a 'telephone option' anyway...never ever try to phone about a PCN (not even a Council one). You need a paper trail. And yes, UKCPS make it difficult to appeal but they'll turn it down anyway so don't bust a gut over it.Also, I have to add that the ONLY way to appeal this is by sending a ***** letter! Please read 'NEWBIES PLEASE READ THESE FAQS FIRST'* because UKCPM are an IPC firm who will reject your appeal anyway, no matter what you say. That is NOT telling you to pay the scam - the NEWBIES thread explains in posts #1, #3 and #4.
Read the NEWBIES* sticky thread and complain to the landowner. One way to get an IPC ticket quashed.

What sort of car park site is it, does it have retailers or businesses? Hospital?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
