PCN Received From Enterprise Over 3 Months After Date

Hi,
I recently received a PCN for turning left when not allowed from Waltham Forest Council through the post from Enterprise on the 23rd September
I was shocked when i noticed the dates of the offence and the dates that enterprise had received the PCN. The offence was on the 03.06.16 and enterprise then received it on the 09.06.16. No by my maths thats well over 90 days they've taken to send me this
Where do i stand with this, the ticket says that it has to be paid in 28 days or have cost and court cost, and i will no longer be able to challenge it. Also i would have lost the right if i was at fault to pay the reduced fee of £65, and now it will be £195 plus enterprises £35 fee.
I have tried to scorer the internet to see if enterprise have a policy about how long they have to send out PCN's but no luck.
Any help would be appreciated.

There are rules about the COUNCIL getting the PCN to you, not Enterprise, the lease firm. Are Enterprise saying they've just paid it already?

That's a special Council ticket forum who deal with these all the time (we deal mainly with private PCNs). Register and post there a pic of both sides of the PCN (yes the back as well) plus Enterprise's letter (remove your name/address).
Don't use a hotmail email for pepipoo or you can't post.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
