Let's say that the commissioners of a Private Parking Company decide to re-tender their contract.
The commissioners of the service probably want to keep things as cost neutral as possible, (don't get me started on the difference between "no cost" and "free").
They may even wish to radically change their system of parking management altogether. Let's say, from ANPR/Tickets on Windows to something more fairer. (For example, a barrier system, or "pay as you leave" system.)
It's a question I often reflect upon. Private land needs effective parking management. But it needs to be fair. For all involved.
Who would you choose, and why ?

if a landowner values his land , he should install barriers , with a release method of either money of the purchase of goods

The trouble with barrier systems is that they are open to abuse. bend the barrier out of the way, take someones ticket as they enter saying you are in charge and there is a fault. seen all these in my dubious past.
Constant supervision is expensive.
I even remember a car park in Brighton where we would keep an oil drum by the entrance and after parking all day and night we roll the drum over the sensors to get a fresh ticket, leave an hour later and pay for an hours parking.0 -

This is where ANPR can be used, at entry/exit to 'marry' a ticket to a car registration, or the reg read at entry and you type your reg in to the pay machine on exit and get your exit ticket then.
There are ways to stop the kind of abuses you mention.0 -

For me, I will only use supermarkets where the vermin are not present.
MORRISONS
Infested by Parking Eye ..... just use them for cheap petrol, outside of the ANPR. No other spending due to the vermin.
TESCO
Some "express" stores employ vermin .... avoided
Some "express" no vermin .... spend money
ASDA employ vermin ... no go area
Lidl
Council car park and cheap. Pay machine
Waitrose. Council car park, Pay machine, refunded if spending £10 plus ...
Aldi
Infested with vermin .... no go area
Sainsbury's
Infested with vermin ... no go area
Co-op x 2
FREE PARKING ... No vermin
Local Pub ... pay machine ? next pub please ?0 -

Pay on exit, definitely. Probably using some ANPR/barrier system to avoid non-payment and abuse.
Attendant paid a flat hourly rate unrelated to invoices issued, and expected to be visible and help people.
Legitimate parking payments should cover all the running costs, or be absorbed as a cost of running the business.0
