    What's actually wrong with the tank - if the insulation is a bit a tatty, just buy another jacket or two to wrap around it.

    If the immersion is fitted into the top of the tank then consider getting a two level one. Use either top element when you want relatively small amounts of hot water (or use kettles) and the longer one for baths. like this http://www.cef.co.uk/catalogue/products/1144757-27-dual-element-twin-thermostat-immersion-heater

    Getting the place replumbed and rewired is likely to be quite expensive.

    I would look to move to on-demand heating. Even small losses are losses, and in a small flat where space is a premium, being able to get rid of the water tank could be a big benefit.

    On demand heaters are not expensive. Screwfix do a 9.5kw unit for £100. 9.5kw showers are the same price. I would fit both and have a changeover switch that you switch on to use the shower, and off at other times to have hot water to the sink and hand basin.
