UKPC Parcking charge for no permit

Hi, I'm a proper newbie to forums so if iv posted this in the wrong place I apologize now.
Ok, so I read the newbie section and still unsure how to proceed. I got a parking charge/ticket for parking at my girlfriends flat overnight in E17 London by UKPC. and the whole thing feels wrong to me.
Its a permit parking only car park so as normal I pulled up and head up to go get the thing which is a pain in the A**. Anyway when I come back down all is fine nothing on the window but the "what I now assume" parking man is at the other end of the carpark. I put the permit on the dash as always and think no more of it............well next morning that **** has slapped a ticket on for "parked in a permit area without displaying a valid permit"
now the time on the ticket is
issued:
time first seen:
so I know something isn't right BUT I first ignored it because I listened to bad advice now iv got some official looking letter and not sure if I should just pay or send the
'I am not ignoring your charge for a purported parking infraction. As this is purely a charge, issued under an alleged contract and the driver has not been identified, I require the following information so that I can make an informed decision:' letter?
any help is greatly appreciated

Don't pay them a penny unless a judge tells you to, but you're a long way from that happening.0 -

Have you complained to the landowner yet?
Delete the times from your first post as this could identify you. The parking scammers read these fora.
Ignoring has not been advised on here since the law changed in 2012, but if you have only ignored the windscreen ticket then you are OK. It's the NTK you must never ignore
You should send the BPA template in blue after reading the NEWBIES sticky thread. If you are outside their made up 28 days appeal deadline, add the following,
"Changes in EU law last year say that appeals should be allowed (Alternative Dispute Resolution) for up to a year.

Iv got no idea who the land owner is?
The photo shows the back of the car
The dash from both sides "but the windscreen pillar is conveniently blocking the permit drivers side. and passengers photo is so bad it looks like they used a potato to take the photo
oh and there parking sign that is unreadable in the photo0 -
So send the usual template appeal in BLUE writing in the NEWBIES thread, for BPA members like UKPC.
Please please please do not copy & paste it here and ask 'is it this one?' or I will self-combust!!

ah ok so Monday they sent it. cant believe how sneaky they are. I mean they didn't even pretend to wait for someone to go in get a ticket and come back. they just saw it and ticketed it0

Thought as much, these deceitful scamming muppets have form for doctoring, and taking photos at odd angles to con people and were banned from accessing the DVLA data base for this though not for long enough!0
