                    I have moved in to new development recently and we don't have street lights but council collects our waste (It looks like council didn't adopt our road).I also found that the developer submitted some 750mm illuminated bollard lights plan to council but didn't implement.Can i go back to the developer with the plan they have submitted to council to clarify regarding this

            You can try. But just because they submitted planning they're not obliged to do it.0

            Go to the council and ask them what the status of the drawing showing the bollards is. If there was a planning condition which required the provision of lighting then the developer may be obliged to install them.
 Has the development been finished? It maybe that the roads have not yet been put forwards fro adoption if construction is still on going.0

 Only if your contract says you can. It probably doesn't though.0

 I guess people want them for security when walking. I hate them.
 The council at the girlfriends have installed what i call "White light" posts. It's horrible.
 To get a decent nights sleep industrial grade blackout blinds will be needed!
 Plus the light pollution ruins the stars on a clear night.0

 Our council are putting in LED lights which are actually STREET lighting, not house lighting.
 A conversation between the council and a homeowner went along the following lines after the council took out the old SOX (yellow street lights) and put in new white lights...
 Homeowner- I am calling about the new street lights
 Council- How can I help
 Homeowner- they are brighter on the path and the road but I can not see my front door now.
 Council- they are called street lights for a reason.....
 This made me chuckle
 The new lights up here are low light pollution ones with the lamp quite far back in the fitting so the light goes where it is meant and does not wanderbaldly going on...0
