Horizon Tesco express- Taunton High Street Express

My other half has always used this carpark once a week shopping and doing ballet run. It used to be Euro Car Parks and it had a 60 minute time but its now horizon and she has received a PCN for £70 reduced to /£40 in 14 days.

The notice has a letter from telcos/horizon Helen Gales Customer Service Director @ Tesco stating it has been in contravention before but they overlooked it.

the notice says nothing about POFA or the driver just says I am the keeper.


Anyone seen this tactic, i dealt with them n my car at a sainsburys but not tescos.

    As I have said in a previous post/thread, who operates this scam, Tesco's or Horizon ???? Maybe Helen Gales, assuming she is real person from Tesco, needs to tell you before Tesco's are accused of trying to extort extra money from customers ... which will happen

    Tesco shares are today £1.80. Five years ago they were nearly £5.00. Could the car parking partner be part of the cause?

    Horizon used to be my fave PPC as they cancelled loads of PCNs and gave out POPLA codes even for late appeals, but they've started to sue people.n So IMHO they are no better than all the rest. So this needs an appeal and a formal complaint to Tesco Dundee as well.

    So phoned tesco cus parking line and the lady new nothing about my reg or ticket numner and had not heard of horizon, only highview parking. The lady has raised a complaint within tescos.

    So I called today Horizon to query when my car had been seen in breach and he gave a date and said a warning notice had been put on my car. Which it had not and then he said the agent failed to get photo proof of the warning notice on my car.

    So then I asked why the agent on the ticket took two photos of the rear of my car and none of the ticket. He said if you going to challenge it on that basis we will lose so I will cancel the ticket now. Just got an email from horizon saying its canceled.

    Honestly! What a joke! My other in law as going mad telling me I had to pay it of go to court!

    The plot thickens, how then are Horizon sending a copy of the Tesco's letterhead ???
  • I have to make a written complaint to their dundee office to find out.

    I should of got a warning notice and they can't explain why they have dropped the free stay from 60 to 30mins.

    Take a look at the local planning authority website, a lot of these express stores are relativly new and it may be worth chasing up to make sure that this doesnt happen again ( and to give Tesco's a well deserved kick)

    points to consider:
    Planning consent for the signs

    Advertising consent for the signs - Most PPc signs require advertising consent as well as planning permission

    Overall planning conditions for the car park, some supermarkets/shops have a clause in their planning permission stating that they must also provide free parking for people visiting the local shops/facilities, the imposition of a PPC infesting the car park would put them in breach of this

    Business rates, a free car park will not make a profit, so it should attract a lower rate, are tesco tax dodging?
