    Just called my local council and was told they have no issues with their tenants having credit meters. Tenants may move into a property where a previous occupant has chosen to have a pre-payment meter, in which case it is the new tenant's responsibility to get it changed if they so wish. The only time the council would be involved is if a tenant requires a meter to be moved, because they could damage the dwelling in the process, so need the council's permission. Other than that, they don't mind how tenants pay for their energy. Council tenants used to, and I imagine still do have far more rights and freedoms than those who rent privately.
