Warm deck felt flat roof

Longstanding MSE-forum spectator here - but first post.
Baaws in Bedfordshire, we want to get our 11 m sq ground floor flat roof extension refelted and converted into warm deck roof as per building regs. I am struggling to get roofers who are interested in doing the insulation also - though I have a quote here below someone on the Competent Roofers scheme meaning they can self-certify and have an independent guarantee.)
I would appreciate your thoughts on the below while I try and get further quotes in. The chap seems like he knows his stuff but I feel he is on the pricey side. I am just struggling to get like-for-like quotes in.

1.Strip off defective felt
2. Supply and fix a 3B Glassfibre vapour and 120mm timber hard edge to

3. Supply and fix 120mm PUR Insulation board bonded in hot bitumen and a 3
layer High Performance Rooting System to consist of 1 layer 3G Perforated, 2’
180 underlay and 3d layer Chesterfeft Deflector Black Mineral Torch on
4. All upstands, drips and flashings to be felLed in 1 layer 180 underlay and I
layer Chesterfelt Deflector Black Mineral Torch on, a Code 4 Lead cover flashing
will be dressed over upstands to brickwork and be pointed in mastic
5. Extended downpipe which runs onto roof to connect with end gutter
6. Upon payment a 10 year insurance backed guarantee will be issued
7. Remove all associated debris and leave site clean and tidy.
£1,750.00 (not including VAT)

I am sceptical of the competent roofing scheme, and sceptical of their website and phraseology. The notion of self certifying is something all consumers should be alert to. This is a smokescreen for avoiding proper inspection and independent monitoring.
With regards the quote, there should be scaffolding, toe boards, hand rails, edge protection. This alone could come to...a stab because nobody knows the location, access, dimensions and so on, but up to £1000.
Hence check out the scaffolding costs, and appropriate safety, when analysing quotes.0 -

I do see what you mean about the scheme. I just have struggled to get those not on the scheme to even acknowledge the building regulations! Which is incredibly frustrating.
Hand rails are in use. It's a ground floor extension with fair access and we're in Bedfordshire. I'll update the orginal post.0
