Resident parking sign change - penalty notice

Hi all
I was given a fine for parking in a resident parking space that has recently (I assume) been changed from my area, w3, to w6.
This was done without informing any W3 residents and as someone who has lived here for four years I no longer check signage as I know where I can/cannot park.
On my informal appeal I raised this point and the response I got was that the zone has always been W6. I have the planning and decision forms from the council now to prove otherwise.
Does this seem like enough evidence to get it removed during the formal process? I hope so. Seems very unjust that they can just change the zones and expect people to notice.
