Remove smudges/marks from photos

When my daughter sends me photos, often they have bright blue smudges on them, which we think might be a light reflection or glare on the lens. Until recently, I had saved quite a few free photo manipulation websites where you could for instance, remove smudges or spots on faces, simply be "dobbing" and the colour surrounding the spot, would merge over it. But as with all things, I have either removed the site accidentally or otherwise. Sp if you know of something similar, perhaps you would provide the link please.

If you wanted something a bit more heavyweight, GIMP is free to download and offers most of the same editing capabilities as Photoshop (but is designed more for web output rather than for litho printing or similar). I use it to manipulate/retouch images before printing them on photographic quality paper and they come out a treat.0

Photoscape is free, simple to use and has several good features including photo editing, printing and more.
Without going to a paid version (I use AVS for all sorts of things video, audio, photo and screen capture etc) I have found most programme have pros and cons and differing useful features. I even go back to an old version of Corel for some things!! Must admit to not having tried GIMP yet though so that is one for the list!:beer:0 -

Just a note from a fellow GIMP fan - GIMP supports a lot of plugins that Photoshop doesn't - have a look at Wavelet Decompose for an incredible powertool which you can use to do the most incredible lifting of deep wrinkles whilst staying pore-sharp (literally) as you can work with lower frequencies in the image contrast.
Here is a quick and dirty example (excuse the gif limited palette rendering) - 10 minutes of work at most0
