Safest place for Savings

After reading about the NR panic, and people enquiring about how much compensation they will get if a Banks/Building Society goes Bust.
I believe the Safest place is National Savings, as its states 100% of your money is guaranteed by the Goverment.
I hope I'm correct on this, I'm sure somebody will post a correction if I'm wrong.
