How to change address now on licence?

I still have a provisional licence and a paper counterpart too, but i want to change my address on my licence so i can start taking lessons again, but now that the counterpart is abolished what do i do to change my address?

I have form D740 on the counterpart, could i just fill that in as usual and change the address or is this no longer accepted?

So, i am stuck, and not sure what to do.

Would anyone know the proper way of going about it now? I can NOT apply only with government gateway, they want way too much information and the page times out before i get it all in, its driving me nuts so i will post it instead.

After a nightmare of it saying they were unavble and sorry we cant find your details, etc, i finally got it done, thanks.
