Positioning an Electric Fireplace

Following my thread about gas or electric in our conservatory we are now considering an electric fireplace.
We wanted it under the windowsill on the wall, 62cm high, but are now concerned these heaters are bottom heaters and you would need clearance underneath to prevent the carpet burning.
Do you need clearance?
But then, freestanding stove heaters are on the floor, do they need a hearth to stand on?
It's not as easy as we thought!
