Help needed re car park at Berry Head, Brixham

If there's anyone reading this who has had a PCN from Premier Park for Higher Lodge Car Park at Cockington Court, Torquay, I would be interested in hearing about it. Because I believe that car park is also covered by the same local Traffic regulation Order as Berry Head, therefore PP shouldn't be issuing PCN's as it's not relevant land and is subject to statutory control by Torbay Council.

POPLA appeal successful 29/11/16, (More info on POPLA decisions thread).

Hello, I'm after some advice, I've recently received a fine at Berry Head from Premier Parking.
Do you advise I pay it or appeal?
