Some advice needed on a new build flat

Hi all
I'm into my second year with my new build flat, it's been great for the most part except one thing - my upstairs neighbour.
It would appear that he has insomnia or doesn't sleep as we can hear him walking around all night. My problem with this is that it is seriously heavy thumping, it leads me to believe he has had wood floor or laminate installed. (This is against the lease as leaseholders)
I've briefly spoken to the housing company who owns the building but the initial talks were met with "prove he has laminate and we'll do something".
I don't know for sure he has hard flooring but a friend of mine lives below us (we have amtico flooring) and we've tested with almost no noise at all.
What's the best (least awkward ) way to approach this?

Peek through his letter box or better still go and introduce yourself and discuss the noise with him. A lot of time noisy neighbours aren't aware they are causing a noise nuisance until someone tells them.0

You've spoken to the housing company but not the neighbour who is the issue? Isn't that the wrong way around? Knock on his door and explain your concern.0
