Smart parking

I received an email on the 18th August from a car rental company( from who I had hired a car from on the 11th August) that they had received a PCN from smart parking through their ANPR that I had,on the 11th August picked up a PCN and had passed on my details to to smart parking.
My question is is there a time limit on PCN's as it has been over 6 weeks since the alleged incident took place,any advice is welcomed
BTW I'm from Northern Ireland

There is no keeper liability in NI, so as long as the hire company do not pay this on your behalf, and the parking company do not know who was driving, this will cost you nothing.
Write to the hire company and tell them you are dealing with this yourself. Explain that now they have named you as hirer, they have discharged any liability to themselves and they should inform Not-so-Smart parking that you are dealing with this and they must only contact you in the future.
It is absolutely imperative that you contact the hire company to tell them this.
Once you have informed the hire company, you can ignore anything and everything you get from Not-so-Smart. Alternatively tell them that the keeper lives in NI and is therefore out of jurisdiction, so they should take up this matter only with the driver, who you will not be naming.I married my cousin. I reckon you need to respond to Smart as well as to the hire firm. You should confirm that you are the 'hirer' and that your address is xxxx (NI) and as such, there can be no liability so you look forward to hearing that the PCN has been cancelled. Tell them the driver will not be named and the POFA does not apply to you anyway.
Remind them that they now have no 'reasonable cause' to pursue the Hire firm.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Don't wait for them to contact you. The idea is normally to appeal a ticket before they remember to send out a notice to keeper. In your case you want to pre-empt them contacting the hire company again.
If you have the PCN number, then you contact them with that, your VRN, your name and your home address. Then you tell them what C-M has already advised.I married my cousin. I had to...I don't have a sister.
