HighView Parking

Hi Everyone,

I was hoping for some advice please.
On the 19/09/16 I got a Charge Notice from HighView Parking for 17 minutes without ticket in a retail park (Numerous shops, the biggest being Matalan).
I honestly can't remember the visit and not even sure I would have got out the car (might have been picking someone up).
Anyway, I was on holiday when the original notice was dropped through my door, 2 weeks later I returned from holiday only to be hit with the reminder notice the next day and the fine increased to £100 from £60.
The notice shows a picture of me leaving and entering the car park.
I read lots of forums, some saying ignore it as HighView never go as far as court action, others saying appeal or contact them.
Can some one please help me make sense of my best option.

    It is not a fine.

    There is nothing stopping you from making a late appeal using the BPA template in blue you will find in the Sticky thread for NEWBIES.

    Add that, "Changes in EU law last year say that appeals should be allowed (Alternative Dispute Resolution) for up to a year, and it will make you look reasonable and them unreasonable should they decide to reject your appeal and take this further."


    "It is the will of Parliament, as a result of the EU Consumer Rights Directive, that ADRs must imminently be made available for not less than a year."


    Make sure you do not reveal who was driving.

    Thanks for the quick response, i just headed over to the appeal site (appeal pcn) and entered my PCN ref and registration code but before I can continue to the appeal application form to paste in the appeal template you mentioned i'm being asked the following:

    Tick here to confirm that you were the driver and that the PCN you have received contains the correct information

    Tick here to confirm that you were not the driver or that the PCN you have received contains incorrect information

    I not keen on answering either option! Any advice?

    Either use the tick box that says you were not the driver (this is unfair term if there is no option to appeal as keeper) or send them an appeal by post, first class from a Post office and obtain a free proof of posting. Don't use any other method of posting.

    Complain to the BPA that there is no option to appeal as keeper on their website so it is unfair and could be construed as entrapment.

    On no account admit to being the driver.

    Do you have the date of the alleged event as well as the date on the original PCN that arrived whilst you were away? This may be a cause for an appeal point at PoPLA amongst several others that should be available to you if they have not met the requirements of POFA 2012.

    I will appeal by post and get that sent via the post office ASAP.

    I would not appeal by post. Just tick box #2 and submit the template appeal from the NEWBIES thread.
