Council car park penalty notice - no response to appeal

On 12th August I parked in a council car park (Suffolk Coastal). In the 10 minutes that it took me to go and get change I was landed with a penalty notice.

My fault I guess, but I decided to appeal anyway. I appealed online, and got a notification back saying that they'd send me a response to my appeal within 20 days.

That 20 days has long gone and I've heard nothing from them. Am I in the clear, or can they catch me any time they want to? Should I contact them just in case they've posted me something and it's got lost in the post? Most of the threads on here seem to be about private car parks so I'm not quite sure where I stand...

    We major here on private parking tickets - invoices. Pepipoo is the best place for questions on Council tickets. (Albeit Pepipoo seems to be having database issues right now).

    You cannot win a Council PCN appeal by saying you were 'getting change'. You DO NOT have any time allowance to get change when parking on-street, that's a myth. Never do that!

    You are not in the clear, there is six months for them to get to NTO stage and so a small delay in the rejection letter (and it will be a rejection) is nothing.

    You will most likely get a rejection letter and they will probably re-offer the discount then. If you want to fight on, then you wait for the NTO to arrive and appeal to that again but in a better way (winning way) not based on 'please let me off I was getting change and it didn't take long'.

    Issues might be found with the wording on the front or back of the PCN so when you start a pepipoo thread, show the posters there, BOTH sides of that ticket, as well as a streetview link to the exact place.

    They'll tell you if they can see any other grounds so you may as well start a new thread and ask now, so you know whether to take up the discount re-offer when the Council do reject.
