UPDATE!
Hi Frank, just returned home from holiday and have received a letter from Highview, they have upheld the appeal and have completely dropped the charge. No need to even go to POPLA.
I used the template as directed by Coupon, I guess Highview have realised that it isn't even worth the hassle now.
