APCOA PCN Luton Dunstable Hospital

As this is my first post on this forum, I like to say helo to anyone who is reading this. I did a bit of reserch on the forum, however I already made some mystakes in comunication with APCOA. This post is to explain You, my situation and ask, what to do next?
First Things First.
On 21/05/2016 my and my wife became a happy parents of litle princes. However during delivery, my wife has been infected with becteria, with week later lead to blod infection. On 31/05/2016 morning we met our midwife who came to see the baby, but all visit focus on my wife with 40 degree temperature. She ( midwife ) make a call to Delivery Suit of Luton Dunstable Hospital to describe simptoms and we are advised to go to Delivery Suite ASAP. About 2PM we arrive to Hospital car park in front of Delivery Suit Unit. There are 4 emergency parking spaces oposite the enterance, free for half an hour, all occupated. NO other parking space avaliable anywhere nearby. Hevy rain. Building area restricting some of car park spaces. My wife 41 degree temperature and rising, on question how she feel...? No answer. Decision, I park my car on the side of car park, on double yellow lains, leaving space for other vehicles to pass thro. I grab my wife and take her to Delivery Suite leaving my car on hazard lights.
After about 20min, when my wife was under care of Delivery Suite personel, I leave unit to repark my car with Concesionary Parking note issued by Ward 31 ( part of Delivery Suit) BANG!!! PCN On my windscreen.
My wife spend in hospital over a week time, when we came back home there was time to contact APCOA. In my good faith and strong feeling of case of emergency I was sure that I will succeed with my leter, I did not expect problems and I Did contact them with my full details.
LETER:

RE: Parking Notice Number XXXxxxx
Dear Sir/Madam,
I am writing to you in reference to parking notice number XXXXxxxx, issued to me on 31/05/2016 in front of Maternity unit of Luton Dunstable Hospital. I like to explain that on that particular day, I brought my wife to Delivery Suite in emergency with 41 degree temperature. All 4 emergency, half an hour parking spaces in front of maternity unit vere busy, so I could not pick one of them. I did park car on side and left it on hazard lights. I took my wife into Delivery suite and kake sure that some one is taking care about her. I ask for Concessionary Parking Form and left maternity unit to repark the car, unfortunle, parking ticket was already there.
I like to kindy ask for cancelation of parking ticket in behalf of emergency and no other way to park the car in legal way in that day. As a confirmation, that described above situation was place, I attahed copy of Parking tickets, and concessionary parking form, for three days inclouding the day of offence.

Have you complained to the hospital trust and asked them to intervene? That's where the details of your story will have most effect. APCOA wouldn't be interested in the detail and POPLA explicitly state that facts such as those you've relayed above will not be taken into consideration.
So at hospital trust level you have two routes. One to the CEO and the other to the (supposedly) patient-friendly PALS team (Patient Advice and Liaison Services). Get working on them because you now have only two options for a cancellation - the hospital trust, or a Judge at the county court (but APCOA have never been near a courtroom to chase up unpaid parking tickets).Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

That is shocking. How bloody dare APCOA say they are 'unable to' turn down that appeal! Then Colin Pugh of POPLA, somewhat shamefully, had this to say:

Do not contact APCOA and don't pay it. Don't worry about debt collector letters.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
