Loading bays, who can use them?

I've had Dom on the Spot on the TV while tidying and doing other bits recently, and arguments over loading bays have surprised me.
To my mind, anyone who has to briefly load/unload goods in the nearby area should be able to use them. Obviously not just to park up and go shopping, but if you've bought something awkward, I don't see any problem with bringing your car to load it in.
One of the parking officers on the show takes the line that the bays are only for vans & trucks, even though the signs say nothing of the sort.
Does the law actually say which it is?

Any vehicle can be used for loading or unloading.
And remember loading does not have to be seen to be taking place for loading to be taking place.
The above sounds a bit bizarre - but what it means is that the warden may not see any loading because it has finished and the driver is completing the paperwork which is considered to be a necessary part of loading or unloading.
I regularly deliver/deliver small parcels using a saloon car and warden often see me arrive from afar and by the time they are actually arrived beside the car I have either delivered or picked up the parcel and am in the course of getting a signature.
Most wardens are pretty fair and it's the car driver who pops into a shop for a packet of fags or such who tend to take the mickey.0 -

There are some loading bays that are just signed 'loading only' and these can be used by any vehicle if loading or unloading:
