Hi all,
I've had a PCN issued to me by Parking Control Management and I have appealed in the given time frame but it was rejected.
I have two options now, either to pay or appeal to IAS (Independant Appeals Service).
What are my chances of winning the appeal? About 2 years ago I had a similar issue with Parking Eye when the machine was broke and got some great advice which resulted in my appeal being upheld with POPLA so hoping for the same outcome again! :T

Your chances of winning an IAS appeal are slimmer than the finest cigarette paper!
So there are conflicting views on it being worthwhile here but if you do, the chances are that you will get a poorly-thought and contradictory response that could well be very useful evidence in your favour if they ever do pursue you to court - however court actions following the ignoring of an IAS appeal are very thin on the ground, so maybe it is worth appealing, then ignoring them.

As pogofish says, the IAS are pointless, run by the ever famous Gladstones solicitors boys who are currently being looked at by the SRA
It's a sham operation set up to extort money.
You either ignore or you could appeal, but don't use the £15 fee they offer .... just another scam.
By appealing which will be rejected of course, at least you can show a court you tried.

It happens like this:
The IAS will reject it (all part of the scam)
They will tell you that their decision is not binding on you
Parking Control Management will relish in the thought that you will pay .... so you'll get a letter WHICH YOU IGNORE.
Then Parking Control Management will pass it to silly little debt collectors which you can ignore as they are pure timewasters with no authority whatsoever, just look upon them as rats in a sewer
The rats get fed up and pass it back to Parking Control Management. This could take weeks or months.
Parking Control Management will decide if they want to try court, that is if they have the guts.
Even if they do, it's 50-50 if they win and if they do, you get up to 28 days to pay, if you don't, only then do you get a CCJ
So you understand this scam, see what happened when BBC Watchdog investigated PCM

I did notice the banner on their webpage boasting about CCJ's of several hundreds of pounds!

It's propaganda, they might well have done this by fluke, its to scare you, just as many operators warn people not to take notice of those on MSE ??
They know that once people get on this site, chances are they are the losers.

This is already covered in post #3 of the NEWBIES FAQs thread in the section about what happens WHEN you ignore the IAS (alleged) farce. You do not get a CCJ by defending a small claim, not even if you lost (as long as you then paid). This is nothing that will affect your credit rating unless you ignore court papers or move house without telling the scumbags your new address.
The clue is in the amount and the fact the dates are the SAME. Coincidence? Nope. Those will likely be default CCJs where a court claim they chanced their arm on went undefended by someone with their head in the sand or someone who moved house & never knew about court papers. Hi,
Just an update on this.
I received the letter from them saying that I'd lost my appeal (no surprise there).
As I was parked in the service yard at the back of one stores of the company I work for, I asked our Property Manager to contact our Landlord to see if he could assist.
Long story cut short, the Landlord has replied sating that they have no contract with PCM so they do not have permission to operate in that service yard, and they've got their solicitors to look at the matter further.
I have sent another appeal through to PCM stating this and asking for the fine to be rescinded, so will see what happens.

You should be emailing that information to the DVLA as a formal complaint about this ATA member (do I assume you appealed as soon as you got the PCN so the DVLA were never asked to provide your data from the V5 as keeper?).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
