The recent statement by the ISPA as seen on this forum
http://ispa.co.uk/userfiles/files/ISPA%20Notice%20of%20Board%20decision%20to%20cease%20operating.pdf
"It is with great regret that the ISPA board is announcing that a decision was taken at an emergency meeting of ISPA on 13 September 2016 that the board would cease its work on 23 September 2016"
"The board took the view that these challenges were so
great that it could not continue to operate and should be wound up"
The link to this statement on the ISPA News site has since been removed.
TODAY 20th September 2016 .... STATEMENT BY THE BPA
BPA seeks new Chair for ISPA
http://www.britishparking.co.uk/News/bpa-seeks-new-chair-for-ispa
With this contradiction comes concern that once again nobody seems to know what they are doing.
Therefore will Patrick Troy give the new Chair of the ISPA FULL AUTHORITY to investigate the WHOPLA situation and unjust decisions
Or will the BPA take this as an opportunity to brush under the carpet the grave error they made in allowing Wright Hassall to adjudicate appeals ???

No problem, but without a board, (as from 23rd September), there is no ISPA. At present ISPA are not even a legal entity.Sorry Castle ..... however this is very serious
I liked the bit in the BPA statement that reads "The Chair is appointed by the BPA, the government and a representative of the consumer sector." I wonder if the government knows about this vacancy?0 -

Sorry to folks that there are two threads which we both put up at the same time .... no doubt on each thread we will get differing comments0 -
The Full Statement by the ISPA
It is with great regret that the ISPA board is announcing that a decision was taken at an emergency meeting of ISPA on 13 September 2016 that the board would cease its work on 23 September 2016.
The board did not take this decision lightly as it feels since it was formed in February 2014 it has done some very good work to help to ensure the independence and effectiveness of the appeal service known as PoPLA.
It has done this despite having none of the formal powers oversight bodies would normally expect to have, operating on a limited budget and working in a climate of uncertainty which meant it was never able to be sure how long it would be funded.
In recent months, however, the board has faced a number of challenges arising out of its lack of powers and its uncertain existence.
The board took the view that these challenges were so
great that it could not continue to operate and should be wound up.
ISPA has continued to lobby government to put in place an adequately funded body with legal powers of oversight.
ISPA did not want to do anything that would make such a body’s
establishment less likely but, in the end, concluded it would not be fair to motorists, consumers and other stakeholders to continue when it could not carry out some of its core duties.
The board wishes to thank all those stakeholders who have contributed to the positive work it has undertaken in the past and who have supported its achievements.0 -

BPA seeks new Chair for ISPA
The British Parking Association (BPA) has received Nicola Mullany’s resignation as Chair of The Independent Scrutiny Board for Parking Appeals (ISPA) and the process of finding a replacement is underway. The Chair is appointed by the BPA, the government and a representative of the consumer sector.
Patrick Troy, BPA CEO said: “We thank Nicola for her contributions as Chair of ISPA and wish her all the best for the future.”
ISPA will continue to scrutinise POPLA to ensure that the service it delivers continues to be independent and be seen to be independent. POPLA was established by the BPA in 2012 by agreement with Government, which led the way in delivering independent redress for the consumer.
please can someone explain how the BPA can be seeking out a new chair for the The Independent Scrutiny Board for Parking Appeals ?Save a Rachael
