the DVLA do "gentlemen's" rules for parking Cos , in order to get details they have to sign the KODOE agreement , stating that they will abide with the rules and regs req.
unfortunately it is up to the 2 x AOS to check and govern and indeed sanction breaches of this policy
however in the words of the BPA
Regrettably, as we are not a regulator, we are not empowered to become involved in individual disputes between the motorist and the car park operator and have no power to overturn an operator’s decision. It's an app, just like the XFactor. One click and you are charged and money taken directly from bank account. In the case of the PPC, it's £2.50
As it is a service the DVLA operate, not certain if the £2.50 is inc of VAT.
With over £10million taken in 2015/6 thats a lot of VAT @ 20%0
