What is relevant is whether someone arrange to have access to another property for the purpose of using it as an address to tick the box that they can claim it is their main residence when they are actually physically living elsewhere.
I agree, I just mean that where you stay is far from the only test - in fact it's the least relevant.
If you rent a property, pay bills and council tax there then that is your main residence, even if you spend most nights at a BFs/GFs0
