Private Eye Parking Notice - Grace Period?

Hi All,

I was hoping someone could advise me on a parking notice by a company called Private Eye.
My dad parked in a private car park operated by Private Eye and saw you could park there free for 15 mins. The notice and pictures (from an ANPR camera I believe) state he had exited the car park after 15 minutes and 45 seconds - so he only went over by 45 seconds!
Obviously it takes time to get out of the car park and so my question is whether the "grace period" factor applies to private car parks and if I can challenge this?

    Private Eye is a magazine and I doubt that Ian Hislop will be sending you letters or taking you to court!

    Complain as KEEPER and as CUSTOMER to the store manager or head office, with proof of patronage, if this was a retail park.

    And appeal as KEEPER using the NEWBIES THREAD (top of this forum) blue writing appeal, submitted online.

    I suspect they'd try to argue that it doesn't apply in some way, as a 10 min grace period on 15 mins free parking (which is a laughably short time!) basically *DOUBLES* the parking period someone is allowed.

    They'll try and weasel out of this particular requirement. Don't let them. If that's the *minimum* required period in the CoP, then they have to allow it. If they don't then they aren't complying with their own CoP, and thus are sanctionable from various sources - the BPA should be informed (although they won't do much, if anything), as should the DVLA for breach of the KADOE Contract they signed for access to Keeper Data (again, you'll probably get an email from a chap called David Dunsford at DVLA stating that they don't agree with the fact it's a breach because they've completely in the PPCs pocket).

    Personally, I haven't let the fact that noone seems to be interested in these breaches stop me from complaining to them.

    Contact DVLA and tell them about the breach of the CoP, pointing out to them in no uncertain terms that this is a KADOE (Link to the KADOE contract) breach:

    Go in expecting to be fobbed off, but don't let that put you off. Make sure, DVLA especially, that you copy everything to the Complaint Team, and not just the Driver and Vehicle Records team.
