POPLA Appeal - A Long and Winding Tale

Yesterday, I received a letter from POPLA, which I thought those on this forum would be interested to hear about (I've had a quick glance and can't find this already mentioned).
To begin with, a bit of background to my case. About 2 years ago (I think!) a car I am the registered keeper for was issued a 'fine' at Stonehouse train station car park. Following the advice on this forum, I started an appeal with POPLA. Part of the wording in this appeal mentioned railway byelaws.
Anyway, my case was suspended several times, owing to the judgement on Beavis. As we all know, a decision was handed down recently and POPLA wrote to me to inform me they were now looking at my case again.
As mentioned, yesterday I received a letter from them saying they were again adjourning my case due to recent a challenge on whether POPLA have the authority to rule on cases involving byelaws. They claim they are considering their position and expect to begin processing my case again in no longer than 2 months time.
Eventually I'll get a decision - the crazy thing is I am no longer the registered keeper of the car (and probably haven't been for some time) which was issued the 'fine'!
Does anybody else have any experience of receiving a letter like this or having a case lodged with POPLA running for this length of time? :rotfl:

thanks for confirming the BYE LAW delay I (and others) had read about it , but yours seems to be the first report of it actually taking place.

Because there is a town in Lanarkshire called Stonehouse.
(In fact I'll be driving through it on my way home tonight). 
But there's no train station there (at least not since the days of Mr. Beeching) so it's obviously not that Stonehouse - more likely the one near the A419 that goes through Bridgend.

Twas Stonehouse in Gloucestershire (on the Golden Valley line between Gloucester and Stroud).
Now I'm home, I thought it might be worthwhile just confirming the text of the letter, since this appears to the first report of it:
Dear [My name]
Your parking charge Appeal against APCOA Parking
POPLA has decided to adjourn all cases on which the parking operator has asked the motorist to make a payment in respect of alleged breach of Byelaws. This is following complaints to POPLA and ISPA that POPLA has no authority to look at these appeals. We are considering our position and will contact you again in due course.
Your case concerns Byelaws and is affected by the adjournment. During this time, you do not need to take any further action.
We do not anticipate the cases to be adjourned for more than two months from today. Parking operators should not pursue payment while the cases are adjourned.

Since byelaws time out after 6 months, all POPLA has to do is to tell APCOA to cancel it.0

Massive BUMP for this thread but thought I'd check back in and say contrary to POPLA's assurances they'd be in contact within 2 months....here we are nearly a year later and I haven't heard anything more!
So I will assume I have beaten the system and my PCN has been forgotten about!0 -
