ECO / CERO - where to start?

I hope this is the right place to post...
My DW had door-to-door sales person visit last week and book in a free no obligation survey for loft insulation and cavity walls. I’ve since canceled the appointment as I’d like to do a bit more research before a company I’ve never heard of spend 1.5 hours assessing our home.
They have indicated because our house is old we may be eligible for CERO free insulation (wall and roof). I’ve phoned the Energy Advice service, who suggested I phone my council. I phoned the council and they said they only gave grants for disability allowance. Should my next step be to contact our energy company (first utility)?
Anything else I should look for, the salesperson threw lost of acronyms at me (BBA).
