Is this legitimate?

Is this endorsed by Martin as it appears to be, or is it some sort of scam?

They reckon the uk government are paying for solar panel installs free of charge...first I have heard of it

.... Wont let me include a link or post the picture up, but it is an advert on facebook featuring a picture of martin and a link to green-incentives .co.uk

and the following text:

All seems a bit fishy t me and I would like to know if they are using Martin's image to try and sucker people in?
