Bank Account for 2nd year student

My son's girlfriend didn't take out a student bank account in her first year at uni. She is now trying to open one before she goes into her second year but has been refused by Santander. Looking on various websites it appears most banks only offer student bank accounts to first year students or to second year students if they are transferring an existing bank account
Is anyone aware of a bank that will offer a first student bank account to a second year student please?
