Lino bubbling up

Hi. My mum has recently noticed that an area of her kitchen lino has bubbled up. It was laid just under 1 year ago by Carpet Barn and their 'best' fitter. An area a foot & a half square has raised like a floopy bubble, as if the lino has been stretched in just this one area. Its an area by the kitchen table near a corner and so doesnt get used. the only thing we can thick may have caused this is by occasionally draging the table slightly out of the corner to fit guests around it. When laid the fitter didnt glue the lino down and said it was ok to 'sit' it ontop of the existing lino. Is this right? Unfortuately we dont have the receipt anymore. Do you think we have any comeback?
