Advice please - Euro Car Parks

First time posting here.
Quick background. My girlfriend went to local Weatherspoons this morning. She was eating, when she was aware her parking ran out. She went out to get a new ticket (11 minutes late) and already had a ticket. She was upset, and can't really afford the fine (hence the upset).

I wrote a quick letter to the manager at the weatherspoons, outlining the situation and asking for the penalty to be cancelled.

I've just received his reply:
Dear Nicholas
Thank you for your hand delivered letter on Tuesday 13/09/2016 and I am sorry about the distress that the parking fine may have had on yourself and your girlfriend.
Unfortunately the cark park is not managed by JD Wetherspoon but is in fact managed by euro carparks on our behalf.
It is stated on the sign next to the ticket machine that the car park will be patrolled and the fines that could occur if there is a failure to follow this rules and regulations.
I have spoken to the attendant on duty and he always allows a ten minute grace period to allow motorists to purchase a ticket or repurchase a ticket if required.
I am concerned that you feel that myself and JD Wetherspoon are “extorting” customers which is in fact not the case and in fact that euro carpark attendant is quite clearly following the rules and regulations set out for him in his job description.
Whilst I appreciate that you feel this is something that we find a solution to unfortunately the fine is held by euro car parks and I am not in a position to cancel fines.
The only solution that I can currently advise you is to call euro carparks and explain your situation but the attendant has not done anything incorrect and has applied a ten minute grace period before issuing a fine.

  • I have pinged an email straight back telling him he has authority in this situation. At no point was the car park misused. But have requested the contact details of his senior if he doesn't understand his influence on the situation. This is extremely frustrating. I won't be contacting Euro Car Parks anytime soon. Hoping to resolve the issue with Weatherspoons.

    That'll be okay so long as either you or your girlfriend is the car's registered keeper; you can spend the next 3 weeks or so trying to get Wetherspoons to cancel this charge before deciding how best to deal with ECP (hint - check out the Newbies Sticky thread on this forum).

    However, if this is a company car or lease car, beware that if ECP has received no contact after 28 days, they will apply to the DVLA to get hold of the registered keeper details before sending a Notice to Keeper.

    I am awaiting a reply from the pub manager. See if he changes his mind, if not I will contact his manager. I would have thought Weatherspoons will see sense on this one. The car belongs to my girlfriend. But I am dealing with it all on her behalf. Will await the Notice To Keeper from the incident before dealing with ECP. Have been reading through the newbie thread. A little unsure as to whether at that stage I would appeal to the trade organisation, through POPLA etc. And still cut out Euro Car Parks.
    Will update the thread of any response I receive.

    A little unsure as to whether at that stage I would appeal to the trade organisation, through POPLA etc. And still cut out Euro Car Parks.
    You have to appeal first to the parking firm (the keeper does, so your girlfriend, not saying who was driving).

    You can't do POPLA until you have a rejection letter & POPLA code.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
