building a small lean to porch and moving an inspection chamber - rear garden

Hi, I would like to build a small lean to porch similar to this one:

However I have measured and where the wall will go there is an existing inspection chamber in the rear garden. I haven't opened this up but I imagine its something to do with drains or sewage? The cover is a round plastic or metal cover about 1ft diameter. The house is a 1994 build.
Do you think I could get this moved? If so, what sort of cost would I be looking at? Or do you think its easier just to build over it?
Many thanks

If you're going to build your porch you've got to build over it.
I think if it were me rather than moving the drains, i'd build my porch a little bit bigger and have the manhole inside the porch with some tiles or laminate, whatever you're using, on top of it. Sort of boxed in.Liverpool is one of the wonders of Britain,
What it may grow to in time, I know not what.

Thank you that did cross my mind in going a bit bigger. Is there a way I can tell if its private or owned by the water company?0
