Landline unexpected charges - Does this sound reasonable?

I was recently checking through the itemised billing for my home landline. I couldn't recognise the call costs and so it seemed as if the call costs were including VAT, but then VAT was being added on the final bill.
I contacted the provider and was surprised to learn that they charge a "set-up" fee of 10p per call made. This is on top of the line rental and call charges. I've checked through the terms and conditions and found it in the very small print.
Does this seem reasonable? I've never seen this before.

It's nearly always there, often called a connection charge.

It is rare to find someone still paying a per-minute rate for calls to
- geographic numbers starting 01 and 02
- non-geographic numbers starting 03
- and in some cases, mobile numbers starting 071-075 and 077-079.
If you make more than about ten to fifteen minutes of calls per week, it will be cheaper to have an Anytime inclusive call plan. This gives an unlimited number of calls (as long as each call is less than 60 minutes long) for around £2 per week. You can then use your phone as much as you like without incurring any extra costs.
Irrespective of your call plan, be sure to avoid calling numbers starting 070, 084, 087, 09 or 118.0 -

10p seems very cheap. Most providers connection fees are 16-17p per chargeable call.0
