If I was a solicitor (I'm not) advising you, I'd ask for
* copies of every document you received from them
* copies of every document you sent them
* copies of every email (each way)
* trancripts/copies of every text (each way)
* word by word transcripts of every conversation

If this went to court, the case would hang on whether a contract was formed between the OP and the 'landlord' (rather than the outgoing tenant).
So LL was present for this transaction. It might be argued by him that the payment by OP to outgoing tenant (OT) was in reality a payment from OP to LL, and from LL to OT.Met with outgoing tenant and landlord to suffice his requirements employment / income wise.
Paid existing tenant amount equalling pro-rata rent for rest of September (subletting from her effectively)
Agree with Landlord to come round early in the week after weekend to sign contracts
He might further claim that he had verbally agreed to end the OT's tenancy (Early Surrender with rent refunded), and to create a new tenancy with the OP.
Thus recollection of the exact words used at that meeting would be critical to convince a court one way or another. As would any documents, texts, emails etc that were exchanged.

No. Nothing he said is illegal. It is the action (or lack of it) that is illegal, and he has 30 days before action is required.Landlords verbal admission that he does not protect deposits is illegal0 -

The fact that you paid the existing tenant and not the 'landlord' means you have no contract. You can just walk with no comeback nice one.
