Retail Park parking charge notice Euro car parks

Hi all,
Having read the newbies thread a few times I am still a little bit confused as to the steps to contest the PCN.
According to Euro Car Parks my vehicle overstayed by 32 minutes in a retail park car park. A free car park as well I should add.
During the time my car was parked the driver made two small purchases in one store (both under £10) a receipt for one of these purchases can be demonstrated.
The driver then browsed in a pet shop who had a rabbit for sale but not the cage, this led to a return visit two days later by the driver to purchase the rabbit and now in stock cage at a cost of £94 cash a receipt has been requested from the retailer.
Further shops were then browsed in and the visit ended with refreshments in a well known coffee shop located in one of the stores served by the car park again a bank statement shows the £7.70 transaction in said coffee shop (although the statement date is shown as the day after the visit).
My question as the registered keeper is with the driver unaware of the parking restrictions and the driver being a legitimate customer of multiple retail units who should I complain to to get the unfair PCN cancelled?
And which actions should be done simultaneously? I am a little lost in the newbies thread and being angry isn't helping clarity of thought!
Should I :-
Contact each individual retail outlet to overturn the £90 charge?
Contact each outlet and the managing agent of the retail site?
Appeal to Euro Car Parks simultaneously as contacting the retail outlets?
Finally there is a local newspaper article available online (sadly several years old) quoting the then properties manager of the managing agents stating "genuine customers would not be fined if they appealed" does this set a precidence I can use as the registered keeper?
Any help you can provide would be much appreciated.
Many Thanks
Adam

yes
get it cancelled without having to contact scammers and Co.
threats of returned goods (where possible) is an optionSave a Rachael
buy a share in crapita0 -
yes to complaining to the retailers (all of them)
yes to complaining to any retail park Managing Agent, and/or LANDHOLDER
yes to putting in a keeper appeal to E.C.P. as well as the above
a landowner or retailer cancellation, in writing , is always best
DO NOT ADMIT AS TO WHO THE DRIVER WAS
bear in mind Beavis lost in 3 courts and 11 judges to overstaying on a free car park, so dont assume that argument will work , hence the above advice

Not wishing in any way to offend, but BB overstayed by 50 minutes and ignored the PPC. If he had appealed to PoPLA on GPEOL he might well have won.You never know how far you can go until you go too far.0 -
Thanks for the quick replies and advice. My plan this far is to attempt to contact each retailer and the site management co. via email from work this evening.
I think I understand about not admitting who the driver was, should this be the case to retailers and site managers as well? Or just with the appeal to ECP?
I would like to present a human side in my appeal to the retailers and not just "whilst the vehicle for which I am the registered keeper"
Thanks again for the advice.0 -
ideally , you are an occupant of that vehicle , assume I was driving it , then word it accordingly without dobbing "ME" in ( or your "spouse" was driving, who knows? keep it that way - in my case I am the keeper and usually my wife drives me to these shops and she parks , not me , but as keeper I would be the one complaining , not her)
also tell the retailers and MA that the DPA prevents them from disclosing your details to a 3rd party , or just "passing the complaint" on to the 3rd party, in this case ECP
so you dont want them passing on your complaint and the complaint disclosing the drivers details , only the PCN number and VRM details
the ECP appeal and any subsequent letters or appeals to them or popla should NEVER disclose the drivers details0 -
Thanks for all the previous advice!
I have registered my appeal with the BPA template from the Newbies section requesting a PoPLA code (cut and paste into the online appeal).
I have also contacted the Site owners and management company and am awaiting a reply.
I visited one of the stores where I made a significant purchase as a result of the visit when I received the PCN for, unfortunately the manager stated she was unable to help me, so I have contacted their customer services department online as well.
I have also visited the site and photographed the signage (one of which on the entrance to the site is almost deliberately misleading).
Assuming the retailers and managing agents tell me they are not bothered by the PCN I realise I will have to appeal to PoPLA who seem reluctant to overturn PCN's (as it doesn't benefit their members) am I then liable to pay the charge? or do I have any other form of redress?
Is it worth contacting the MP for the area? are they likely to have any sway with Euro Car Parks? or will they just sympathise with me whilst I get robbed blind by an unscrupulous parking co? Is there anything else I can do to complain about/get this PCN overturned?
Many Thanks0 -

You have done a good job with complaints - don't forget Social Media (Twitter and Facebook complaints make it public, which retailers hate!).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I'd like to thank you all for your help.
I have recieved an email from POPLA saying that Eurocar Parks no longer wish to contest my claim and there is nothing to pay.
I submitted my evidence including photos of incorrect signage, although to be honest the evidential photo of the signage provided by eurocar parks was probably enough to win the case on it was such poor quality and showed the angle required to photograph the sign given how high it was situated!
So it can be won and is worth pursuing!
Thanks again for all the advice.
Kind Regards

Fantastic and well done!
We now have template POPLA appeal points to help newbies, as shown in post #3 of the NEWBIES thread in links. Euro Car Parks do usually fold when faced with a decent long POPLA appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
