Beamerguy needs advice please

It's long story but in a nutshell, for a friend, she has a long standing problem with her ex (never married)
She has a 5 year old and the father will not pay the agreed £50 a week for maintenance. The CSA is handling that issue but he claims to be out of work.
He has access every other weekend and tonight he picked up the child in a brand new Shogun.
The question is, as I am not a PPC, I can request keeper info from the DVLA but they need a reason for the request.
What should I say in the request ?

Do not do it, he can check who has asked foc, you need to get the ladies solicitor to do it as he has reasonable cause.0

yes he can ask , but only if he has reason to , and why would he have reason to?
the vehicle will either be registed to him (hello CSA) or a hire/lease co , and why would they ask the DVLA
