Driving a tractor on a beach.

Okay, bit of an odd one, but hear me out.
Let's say a well known site of misery, who have commissioned a well known Parking Company, who are equally known for spreading misery, decide to use their "tractor" to help deliver their activities along the adjacent beach, which, I am led to understand, is not Private.
Would the said tractor require all the usual licencing, registration, MOT, insurance etc, as would a vehicle on a road.
How would I find out if the things were in place, and whom should I report it to if there is a breach ?

Maybe post on the Motoring main board that this sub-board is attached to, because there are insurance & MOT experts on there who will know such rules & who to report it to.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If it's a "public place" I believe insurance would be needed.
The vehicle would need to be taxed or SORNED. If it has a readable VRN it should be possible to check on the DVLA website whether it has tax, insurance, and the agri-equivalent of an MoT sirstickyfoot. There is also the question of how did the tracker get to the beach. Did it use public highways? If so then all of the above will be needed.
Depending on year of manufacture, it should have a roll cage or rollover bar, plus road-going indicators, and lights for night use where applicable, plus the minimum requirement for all road going vehicles is that it must have red reflectors facing to the rear.
It is lawfull to extract materials between the low and high water marks of a beach, such as sand or shingle. I know farmers can do this but I'm not sure if J. Public esquire can do it as well.I married my cousin. I had to...I don't have a sister.

I can't see a public beach being classed as a road but it would certainly be deemed a public place. I think u will have to look through the Road traffic act 1988 ? to see what it says about tractors. I know that a farmer friend could drive his tractor on a 'road' going from one part of his farm to another, but there was a limit on the miles clocked up before he would need road tax. So probably tax exempt unless used solely on roads ? Shrimpers and gill-netters frequently use tractors on our local beaches to get out to low water, so there must be some allowance.0
