Disabled Parking Ticket Q

Hi,
I am posting this on behalf of my father.
My dad is on DLA, has a car provided by DLA and is a blue badge holder. He was in Belfast city centre and parked along the side of the road, in a proper parking spot (not marked for disabled). He has his badge permanently attached to the corner of his front window.
He received a parking ticket, for not paying to park. Which he doesn't have to do, being a badge holder. Straight after seeing the ticket, he saw a parking enforcement person nearby and spoke to him. Turns out he was the one who issues the ticket. He said he give him a ticket for not paying to park. My dad told him about the badge, which clearly didn't see, and even pointed it out to him. After that the ticket guy back tracked and said it was because he didn't show the expiry date, which was partial hidden the way he had it stuck to the window, unintentionally.
Since then he has refused to pay it and is now receiving letters saying they will come out to our home and clamp the car unless it is paid.
I guess I don't really have a specific question, just looking for advice on what to do next.
